Former State Sen. Nelson Allen of Bellefonte Dies
ASHLAND, Ky. - Nelson Robert Allen, a former state senator known for his dedication to education, has died. He was 72.
Allen, of Bellefonte, died Thursday at Our Lady of Bellefonte Hospital following an extended illness.
He was elected to the state Senate in 1973 from the 18th District and served until 1991. He was chairman of the Senate Education Committee from 1976 to 1990 and was among the legislators most involved in crafting the landmark 1990 Kentucky Education Reform Act.
Allen had been instrumental in earlier education reform efforts, including 1984 legislation that was considered a precursor to KERA.
Allen was a principal in the Russell school system from 1960 to 1994.
He was a past president of the Eastern Kentucky Education Association and also was a member of the Greenup County commission.
Allen was chosen Most Colorful Senator in 1976, 1978, 1980, and 1982 sessions by the Capitol Press Corps.
"Nelson Allen was first and foremost an educator," Legislative Research Commission Director Bobby Sherman said. "During his years in the Senate, reforming education in Kentucky was his passion and his mission. The great school reforms of the '80s and '90s bore his unmistakable imprint. His oratory and striking use of language always galvanized the Senate Chamber. He was one of a kind."
Born in Floyd County, Allen received degrees from Morehead State University. He was well known as a high school and collegiate basketball official. He was also a Navy veteran of the Korean War.
He is survived by his wife, Carol Lynne Rice Allen of Bellefonte, and a son, Robert Brian "Bobby" Allen.
The funeral will be tomorrow at the Flatwoods Church of Christ, where Allen was a member.
Burial will be in Bellefonte Memorial Gardens.
Visitation will be at the Flatwoods Church of Christ from 5 to 9 p.m. today.
